Rwanda High Commission in Ottawa validates all legal documents for Rwandans and non-Rwandans who reside in the jurisdiction that it covers; i.e Canada, Cuba and Haiti. Only documents bearing High Commission seal are legally acceptable in the Rwandan institutions. If you need your document(s) legalized, the following requirements must be submitted to the High Commission in full.
Requirements
Sign in front of an appropriate High Commission authority (especially for those who reside close to Rwanda High Commission Chancery) or provide a document to be authenticated that bears a signature and a seal from the notary public certified by the City in which you (the applicant) live.
Date of birth (village, sector, district, and province)
Name of parents of applicant
Provide a copy of a valid picture identification card/passport
ID of applicant
Provide a request letter addressed to the High Commissioner signed by the applicant
Reason for the request of power of attorney
Name of representative, relationship with representative and ID of representative
Copy of property document and the location of the property
Provide 35$ CAD money order payable to Rwanda High Commission.

Rwanda High Commission in Ottawa issues the equivalent of the birth certificate (Attestation of birth/attestation de naissance) in lieu of the original birth certificate. This is given to individual Rwandans who beyond reasonable doubt, provide proof of citizenship as born, naturalized Rwandans or otherwise as may be stated by the Rwandan constitution.

A copy of a picture Rwandan identification card/passport
Document(s) issued by a Rwandan competent authority stating the applicant’s parents, date of birth and place of birth.
A request letter signed by the applicant addressed to the High Commissioner.
A 35$ CAD money order or bank draft payable to Rwanda High Commission.

Rwanda High Commission in Ottawa issues tax exemption recommendations to Rwandans returning home with their belongings. To qualify for this recommendation, one must be moving back to Rwanda for good or at least for a long stretched period of time. Included in the category are students who have graduated, Rwandans who have been residents or citizens of Canada and have decided to move back to Rwanda for work, retirement or just to live in their homeland.
Requirements
Provide a copy of a picture Rwandan identification card/passport
Provide a request letter (certified by authorized Notary Public) signed by the applicant addressed to the High Commissioner.
Provide a list of items intended to be shipped to Rwanda.
A copy of a title is required if you have a vehicle.
A requirement of ownership and usage of vehicle for at least 12 months is mandatory.
Provide 35$ CAD money order or bank draft payable to Rwanda High Commission.

Rwanda High Commission in Ottawa informs the public that Rwanda Revenue Authority has the sole and final decision whether to tax or not, regardless of the High Commission recommendation.
Le gouvernement du Québec offre aux étudiants rwandais des bourses d’exemptions dans les universités québécoises (baccalauréat, maitrise et doctorat), leur permettant de payer les mêmes droits de scolarité que les étudiants québécois. Une lettre de recommandation délivrée par le Haut Commissariat du Rwanda au Canada est requise pour les étudiants rwandais se trouvant au Canada au moment de la demande. Pour obtenir ladite lettre, le demandeur est prié de déposer les documents suivants au bureau du Haut Commissariat du Rwanda sise à Ottawa :
Lettre de demande adressée au Haut Commissaire de la République du Rwanda au Canada;
Lettre d’inscription délivrée par une université québécoise;
Copie du passeport rwandais;
Copie du visa délivré par le gouvernement Canadien;
Copie du permis d'études;
Mandat postal de 35 dollars Canadiens fait au nom du Haut Commissariat du Rwanda.
Les étudiants sont priés d’acheminer les dossiers de demande auprès du « Rwanda Education Board ».
Processing time and payment
The processing time for the above mentioned documents is (3) to (4) business days.
Applications submitted on Monday are available for collection on Wednesday,
Applications submitted on Wednesday are available for collection on Friday,
Applications submitted on Friday are available for collection the next Wednesday.
Payment must be in money order or bank draft.
The High Commission does not accept personal checks, credit cards or cash as means of payment.
Submission of documents in short of one or more of the above requirements will cause delay in the processing.
