A new Immigration law has introduced different classes of Visas and residence Permits to cater for different purposes of visiting, working, or residing in Rwanda. Each category of visa or permit shall have a corresponding fee.
For this reason, starting from 20th June 2011, the Rwanda High Commission in Ottawa issues visas according to the new Immigration law. In view of the bilateral agreements, the Nationals of the following Countries may visit Rwanda without visa for a period up to 90 days: Hong Kong, Philippines, Mauritius, Singapore and DRC.
EAC Partner states citizens’ shall be issued with 6 months visitors pass (renewable) at entry points with no fee.
Nationals of Australia, Germany, Israel, New Zealand, Republic of South Africa, Sweden, United Kingdom, and United States of America will be issued with entry visa valid for a period of up to 30 days and pay visa fee upon arrival at any Rwanda entry point without prior application. Eligible Person: This sub-class of visa shall be issued to:
(A) A foreigner who wants to visit Rwanda for any purpose other than work and is not a citizen of Burundi, Democratic Republic of Congo, Germany, Hong Kong, Kenya, Mauritius, South Africa, Sweden, Tanzania, Uganda, Singapore, United Kingdom and the United States of America.
(B) A person from any country who wants to enter Rwanda to seek a visa appropriate to the purpose of their stay. The purpose is other than to visit for a holiday, sightseeing, or recreation.
An Entry Visa only allows a person to enter for 30 days and if they wish to stay longer they must, after they have entered Rwanda, seek another class of visa.
Where Application Made: Applications should be made online (Click here for application form!) using the Entry Facility provided at the entry point.
Travel document: Any genuine acceptable travel document valid not less than 6 months

The Rwanda High Commission in Ottawa issues the following visas:
Q-1 Transit visa: 37$ CAD. Single entry. Validity period of 72 hours.
3. Tourist Visa category
T2-Tourist : 62$ CAD. Multiple entry. Validity period of 90 days.
T3-Family: 62$ CAD. May be up to Multiple entry with convincing evidence. Validity period up to 90 days.
T4-Official Diplomat: The Application should be accompanied by a letter from the Applicant's government, or the international organization which employs him/her, stating the purpose of the visit and its duration.
Visa fee: Gratis/free of charge. Validity: For up to two years. Single or Multiple Entry: Multiple entry Work or no Work: Work is permitted for the purpose of the visit, which must not exceed 90 days at a time.
T7-Business: 62$ CAD. Multiple entry. The validity is 90 days. May be extended once at the Immigration office in Rwanda.
T8-Medical Treatment: 20$ CAD. The validity period is 90 days with Multiple entry. Applicants must be able to confirm:
* Appointment to a public health facility or private clinic signed by the competent medical practitioner of that facility;
* They have realistic plans to return to their home country.
T9-Group Tourist: 125$ CAD per group of 4 to 10 people. A person who is traveling as a member of a group of four to ten tourists individually or organized by a tour operator. A tour operator is a tour or travel agent registered to operate in Rwanda. Persons eligible for this visa will be required to enter Rwanda with other members of the group and exit Rwanda as members of the group. If applicants anticipate entering Rwanda separately as individual visitors should apply for another class of tourist visa. A group visa will be issued for each member of the group. Tour operators should lodge an application covering all members of the group at the same time using the online facility or at Embassies. Tour operators lodging applications will be held liable for the information they provide on behalf of applicants.
Visa Extension: Visitor visas may be extended up to a maximum length of stay of 180 days. Applicants shall apply to the Director General for an extension. Applications must be made whilst the current visa remains valid. Tour operators would apply for an extension for the whole group at the one time.

- Applicant's passport: valid for six months on the day of entry;
- One clear colored passport size photo with white background recently taken, without glasses, caps and scurf (the photo should be attached to the application form by use of glue stick. Stapling and clipping the photo to the application form is not advisable);
- Payment of visa fee is made by money order (payable to Rwanda High Commission in Canada)
T12-East Africa Tourist Visa:
Eligible person
A foreigner who wants to visit simultaneously the Republic of Kenya, Republic of Rwanda and Republic of Uganda for tourism.
Validity of Visa: an East Africa Tourist Visa shall be valid for 90 days
Single or Multiple Entry: Multiple entry
Visa Fees: 125 Canadian dollars
Dependents: All persons must apply in their own right.
Travel document: Any genuine acceptable travel document valid not less than 6 months.
Work or No Work: Work is not permitted
Visa Extension: An East Africa Tourist Visa shall not be extended.
Requirements
- One clear colored passport size photo with white background recently taken without glasses, caps and scurf; (the photo should be attached to the application form by use of glue stick. Stapling and clipping the photo to the application form is not advisable).
- Visa application letter addressed to the issuing authority of the concerned country
Note: Applicants from countries that are on referral shall apply for East Africa Tourist Visa from the Diplomatic Mission whose Government has referral requirements
The holder of the East Africa Tourist Visa issued by our Mission (High Commission) shall enter through Rwanda and move to either Kenya or Uganda and return to Kenya without having to apply or for another visa within a period of 90 days.
PLEASE NOTE:
Please note that a multiple entry visa will only be issued to applicants who can provide sufficient supporting documents (i.e. invitation letter, booking of accommodation, travel itinerary etc.) for their intention to leave and re-enter the country during the requested time of stay.
The High Commission issues visa for a maximum period of three month. Please indicate the length of your stay in the application form.
We ask you to indicate the contact details of your contact persons in Rwanda. This can be in form of an invitation letter, a hotel booking or by highlighting the contact details in the application form.
The application is processed within 10 business days. We advise you to hand in the application in time in order to prevent a delay of your trip.
We ask you to note your address and telephone number clearly so that we can contact you if necessary.
Payment of the fees for the visa is made by money order (payable to Rwanda High Commission to Canada). The fees are non-refundable.
We ask you to send all the documents for visa application by registered mail with a pre-paid envelope for the return.
