1. Write an application letter addressed to the Director General of Immigration and Emigration in Rwanda. The letter can be written in one of the three following languages: Kinyarwanda, English or French;
3. Provide a copy of the former Rwandan passport and a Canadian immigration document (e.g. permanent resident card/Canadian ID, Canadian passport or any document attesting your status in Canada)
4. Provide two colored passport pictures with a white background.
5. Passport fee payment (100$ CAD) made by money order and payable to Rwanda High Commission in Canada.
Note:
For children under the age of 16, application for a passport consists of the following:

2. The child’s parents must sign the letter

4. Photocopies of the parents' identity cards or passports
5. Birth certificate of the child
6. Provide two colored passport pictures with a white background.
7. Provide a copy of the former Rwandan passport and a Canadian immigration document (e.g. permanent resident card/Canadian ID/Canadian passport or any document attesting the applicant’s status in Canada)
8. Passport fee payment (100$ CAD) made by money order and payable to Rwanda High Commission in Canada.
Note:
1. It takes 1 to 3 months to obtain a passport (as of the date an application is made). This period is subject to possible irregularities identified by relevant services.
2. You can authorize someone to pick up your passport. You need to provide:
a. A notarized letter
b. A copy of his/her I.D/driving permit
3. You can also send a pre-paid return envelope (suggestion: enable tracking facility for your convenience)
